Years later, I see this and think about it. It would very likely be a Poison type. It would have a dark yellow body, a slightly lighter yellow base, and be hooded with sickly green goo. I'm pretty sure it also would look kind of grumpy at the amount of whatever chemicals in the air caused the rain to be acidic, or its face might even have a vague resemblance to a hazmat suit.
